Summary: Prohibits, upon the adoption of regulations by the Department of Justice, a person who has a measurable amount of specified controlled substances without a prescription in his or her blood or urine from driving a vehicle or being in actual physical control of a vehicle on a highway or on a premises to which the public has access. Authorizes specified medical and laboratory personnel to withdraw blood for drug content upon police request.
