Summary: Amends existing law which prohibits a peace officer or other person from using a speed trap in arresting a person for violating the Vehicle Code. Excludes from the definition of speed trap, instances when an arresting officer is able to demonstrate that the driver's speed exceeded the prima facie speed limit by at least 15 miles per hour and the speed is greater than is reasonable and prudent having due regard for certain highway factors, or at a speed that endangers the safety of persons or property.
