Summary: Prohibits an owner of a motor vehicle from authorizing an unlicensed driver to operate the vehicle. Requires a nonresident who operates a motor vehicle pursuant to a license from another country to have in his or her immediate possession a passport or document that authorizes travel in the United States. Provides for a 30-day impound or immobilization for motor vehicles operated without a valid driver's license or minor driver's license.
