Summary: Requires a local authority that uses traffic law photo-monitoring devices to erect signs on highways or freeways informing motorists, eliminates the requirement for school vehicles without seat belts to use a child restraint system when transporting a kindergarten child, relates to the movement of steel coils by special permit, conducts a study of overweight vehicles operating under a permit, modifies the constraints imposed on the Department of Transportation regarding major construction projects.
