Summary: Provides that a person commits the crime of driving with a screen device operating if the vehicle being driven has a television, video monitor, portable computer, or similar device that is providing a visual display that is in full view of the driver in a normal driving position while the vehicle is in motion, provides specified exemptions, including portable cellular telephones, personal data assistants and navigation or global positioning devices.
