Summary: Prohibits minors from using any wireless telecommunications device while operating a motor vehicle, requires law enforcement officers to record and retain the number of violations of the prohibition, requires the Highway Safety Commission to collect and compile statistical information on the number of crashes and the number of fatalities and injuries incurred in crashes which involve the use of such device.
