Summary: Relates to the right of appeal, provides that the appellant in an action held in a justice of the peace court may appeal to the superior court from the final order of the justice of the peace court, provides that if a law enforcement officer has probably cause to believe the person caused a traffic accident resulting in death or serious injury and was under the influence of drugs or alcohol, the officer shall also serve an order of suspension of the person's drivers license.
