Summary: Requires that retailers who provide full- and self-service gasoline sales must provide refueling assistance to drivers with disabilities at the self-service rate, requires gasoline retailers who offer only self-service to have at least one calling device accessible to a driver with a disability to call for refueling assistance, provides that the calling-device provision requires 50% compliance one year after enactment and 100% compliance after three years, provides a noncompliance civil penalty.
