Summary: Amends Title 18, Chapter 23 of the DCMR to create infractions for failure to yield to pedestrians, amends the Title 18, Chapter 26 of the DCMR to increase the civil infractions for failure to yield to pedestrians, requires the Department of Transportation to create and post special signs to alert motorists of these penalties, creates a Pedestrian Safety Fund to provide for pedestrian safety measures.
