Summary: Amends the Vehicle Code and the State Finance Act. Provides that a minor holding an instruction permit or graduated driver's license must display on any vehicle he or she is driving a sign indicating that the vehicle is being driven by a new driver. Provides that the Secretary of State shall adopt rules for implementing the new provisions. Increases the fee for an original instruction permit to a person under 18 who has not had a previous permit or license. Creates the Safe Student Drive Fund and deposits.
