Summary: Requires the Bureau of Motor Vehicles to design and issue a certificate for the operation of a motorized bicycle by a person who does not have an operator's license, provides that a person who operates a motorized bicycle on a public street, road, or highway without having obtained a certificate commits a Class D infraction, imposes a $10 fee for the certificate, provides for deposit of the fee in the Motor Vehicle Highway Account.
