Summary: Relates to motor vehicles, revises the definition of moped, includes mopeds in provisions relating to operating requirements for motorcycles, requires a moped user to wear a helmet, authorizes a person holding a valid driver's license to operate a motorcycle without a motorcycle endorsement, prohibits operation of a motorized foot scooter on an sidewalk or highway, requires that vehicle traffic control systems be adjusted to reliably detect motorcycles.
