Summary: Amends the Vehicles Code. Provides for motorcycle safety education program. Provides that the owner of land who authorizes his property to be used for the purposes of an approved motorcycle safety education program shall not be held civilly liable for any injury or death to persons or damage to property that may occur during the course of instruction or training, except for willful or malicious failure to warn against a dangerous condition, use, structure or activity.
