Summary: Shortens the duration and amend the requirements for a motorcycle learner's permit, clarifies the requirements for obtaining a motorcycle endorsement that includes paying a required fee, passing a written or oral test, and completing a recognized motorcycle safety course, provides that a person less than 18 years of age with an endorsement may not drive a motorcycle with a passenger.
