Summary: Provides that operation of a motor vehicle with a license that has been recalled by the commissioner of motor vehicles is a civil violation, prohibits an operator with a junior operator's license from operating a motor vehicle between 1:00 a.m. and 5:00 a.m., with exceptions, prohibits an operator with a learner's permit or junior operator's license from using a wireless telephone or handheld electronic device while operating a motor vehicle.
