Summary: Concerns the operation of low-speed electric self-propelled vehicles and golf cars on public rights-of-way, relates to the titling of, and drivers licenses for, such vehicles, makes it unlawful for a manufacturer, distributor, or their representative to sell or offer for sale a low-speed electric vehicle for use on a roadway unless it complies with specified requirements, creates the Electric Vehicle Grant Fund to provide grants to local governments to install recharging stations for electric vehicles.
