Summary: Relates to curfew, cellular telephones, use of safety belts and primary enforcement, requires the Department of Motor Vehicles to issue a removable sticker to be affixed to the rear window of a vehicle operated by a junior operator, prohibits operation of a motor vehicle by a junior operator between specified hours except under certain circumstances, prohibits use of wireless or hand-held cell phones by minors while driving.
