Summary: Requires the Department of Motor Vehicles to collect an additional fee for each provisional license application and duplicate license issued under the Brady-Jared Teen Driver Safety Act of 1997, which allows for the issuance of a provisional driver's license to a person between the ages of 16 and 18. Creates the Young Driver Education and Safety Fund and requires that such fees be deposited into that fund to provide grants for driver education, including driver education in public schools.
