Summary: Standardizes the language used to determine a minor's legitimate sponsor for both Level l Learner's Permit and motorcycle endorsement applicants, removes the employer as a specified sponsor for a minor obtaining a license or motorcycle endorsement, requires a minor transferring from another state to meet the same experience requirements as those licensed in this State.
