Summary: Enacts the Child Helmet Safety Act, provides that it is unlawful for a parent or legal guardian of a minor to permit the minor to operate or be a passenger on a bicycle, skates, scooter or skateboard unless the minor wears a bicycle helmet, fastened securely, provides for civil penalties, provides that a person who rents bicycles, skates, scooters or skateboards shall provide a protective helmet to a minor renting such equipment if they do not already have a helmet and may charge a reasonable fee.
