Summary: Clarifies specified bicyclist rules, specifies that a driver must allow a specified clearance when passing a bicyclist, creates a limited exception to the prohibition of driving left of center to allow drivers to give bicyclist extra room, prohibits the harassment of bicyclists with enhance penalties for driving a vehicle in a threatening manner or throwing an object from a moving vehicle.
