Summary: Clarifies the definition of a bicycle, excludes children's tricycles, provides that motor vehicles must not block bicycle lanes and must yield to bicyclists in such lanes, provides that bicyclists are not required to ride on the shoulder of a roadway, requires a motorist overtaking a bicyclist to allow a minimum of five feet between the motor vehicle and the bicycle, regulates use of bells, audible devices and arm signals, prohibits taunting or throwing object in the direction of a person riding a bicycle.
